Unbiased Congressional Districts

چکیده

This paper presents a strategy for dividing a state into congressional districts using a modified version of Smith and Ryan’s recursive shortest splitline algorithm (2007). Our strategy reduces the cost of the computation by approximating the population of a ZIP Code Tabulation Area (ZCTA) as a point mass at its population centroid. If there are N ZCTAs in the state with E total edges, and k districts to be created, our algorithm runs in expected O((N + E) · logk) time.

However, advances in geographic information science have recently made it efficient to compile, distribute, and analyze large spatio-temporal data sets on the structure of US Congressional districts. A single spatio-temporal data set that relates US Congressional election results...

Congressional Districting Using a TSP-Based Genetic Algorithm

The drawing of congressional districts by legislative bodies in the United States creates a great deal of controversy each decade as political parties and special interest groups attempt to divide states into districts beneficial to their candidates. The genetic algorithm presented in this paper attempts to find a set of compact and contiguous congressional districts of approximately equal popu...

Congressional Redistricting Using A TSP-based Genetic Algorithm

A redistricting plan partitions a state’s tracts (often counties or census tracts) into a set of congressional districts. Special interests attempt to mold districts to their political advantage, often inviting judicial review in the process. The quality of a plan has been judged by the courts using a fairly standard set of criteria: (1) the districts must be contiguous, (2) the districts must ...

Chapter 4 - VRA

This chapter evaluates the effects of the 1982 Voting Rights Act amendments, mandating the creation of majority-minority districts, on the partisan composition of congressional delegations in southern states, concluding that these amendments were advantageous to Republicans in states in the Deep South only under closely balanced national partisan tides. The argument follows in three steps. Firs...

Herein, we present the geographic patterns of cancer death rates in the U.S. by congressional district. Many congressional districts do not follow state or county boundaries. However, counties are the smallest geographical units fo...
